Algal blooms triggered by agricultural runoff and other nutrient pollution are causing huge "dead zones" to periodically form in the Gulf of Mexico, Chesapeake Bay, Lake Erie, and elsewhere. Bush administration rollbacks on clean water protections will make a bad situation worse.
