That climate change is a global problem requiring unified action at the national level is beyond dispute. But in the vacuum created by the Bush administration's withdrawal from the Kyoto Protocols and subsequent inaction on the issue, the states have had to take a leading role in fighting global warming. While their efforts are laudable, federal leadership is urgently needed.
