Vice President Dick Cheney dismissed energy conservation as mere "personal virtue," but when the blackouts rolled across California in 2000, it wasn't his friend Ken Lay or the secret energy task force that came to the rescue; it was Californians with the good sense to conserve who cut energy consumption by nearly 10 percent. It may not be the whole solution, but conservation is vital to any balanced energy plan.
