California Propositions

Three Propositions Will Protect -- or Pillage -- the Environment

Get Your Proposition Voter Card No one can blame California voters for election fatigue. Three elections in one year... And on the ballot on November 7 -- 13 ballot measures, 7 statewide races, and a chance to decide a seat on the Board of Equalization.

But the Sierra Club is asking you not to sit this election out--not if you care about protecting wildlife habitat from destruction, preserving our ability to enforce zoning and land-use regulations, and want to end our oil addiction and invest in renewable energy.

Three propositions on the November ballot will shape the environmental and energy future of our state. Learn more about them below.

Prop. 84 – Water Supply/Quality and Parks Bond: SUPPORT. This is a $5.3 billion bond that will allow for improvements to the quality of local drinking-water supplies; the conservation of open space, streams, and forests through an increased purchase of parks and conservation easements; and water-quality work including funds for cleaning beaches. This omnibus measure seems to have something good for every California resident, hence a diverse group of entities support it. Monies from the park bond measures passed by voters over the past eight years are nearly gone.

Prop. 87 – The Clean Energy Initiative: SUPPORT. This measure will fund a $4 billion dollar effort to reduce California's dependence on gasoline and diesel by 25% over 10 years, through incentives to make alternative fuel vehicles and alternative fuels more widely available and affordable to consumers. It will also fund research to bring clean, renewable energy and energy-efficiency technologies to the marketplace more quickly. The money will be raised by a tax on every barrel of oil extracted from land or water areas in California.

Prop. 90 – Eminent Domain and Damages: OPPOSE. This is a must-beat measure in order for the Sierra Club to continue to be successful on California issues. The proponent of this proposition, a wealthy East Coast developer and well-known Libertarian, claims it's simply about stopping the abuse of eminent domain by local governments; hence it's been dubbed the “Save Our Homes” initiative.

The Sierra Club and others have a different name for it: the “Taxpayer Trap” initiative, because of a hidden provision that says any regulatory action by a city, county, or state agency could be termed as “damaging” the value of private property. This amendment to the State Constitution would result in billions of dollars of taxpayer money being spent on litigation and payouts for bogus damages, and local and state agencies will be reluctant to regulate the uses that affect our air, water, and land.

The Coastal Commission, the State Air and Water Boards, Department of Fish and Game, and local zoning and planning bodies would all be adversely affected if Prop 90 passes. Defeating this measure is of the highest priority for all environmental groups in the state.
