Delaware oil refiner Motiva Enterprises has been ordered by court decree to install pollution control devices at its Delaware City plant to reduce sulfur dioxide emissions by ninety percent. But Motiva is pressing the Administration for modifications to the consent decree, and the Sierra Club has intervened in the lawsuit to ensure that Motiva does not strike a backroom deal with the Administration.
