Labor unions can play a key role by ensuring that there are well-trained workers with comprehensive skills training.

In order to jumpstart an expanded, sustainable residential energy efficiency industry, federal stimulus funds must be put to effective use. Labor unions like the Laborers' International Union of North America (LIUNA) are on the forefront of this effort.
LIUNA has launched an ambitious national program to train local workers in skilled residential weatherization work.

Recovery Act
In February 2009, Congress passed the American Recovery and Reinvestment Act (ARRA).The ARRA includes:
- $70 billion in clean energy investments, including:
- $5 billion to weatherize one million homes per year
- $3.2 billion in Energy Efficiency and Conservation Block Grants
- Department of Labor funding for Green Jobs Training
