Inhofe Clean Air Attainment Enforcement Act
Our Position: oppose
Bill Number: S. 3868
Sponsor: James Inhofe (R-OK)
Legislative Session: 2006
Introduced by Senator Inhofe, this bill would impose stiff financial penalties on any air region in the nation that fails to meet national air quality standards for ozone and particulate matter. In practice, this would apply only to regions in California, which has led some critics to claim that it is a politically motivated bill in response to California’s recent global warming bill. In addition to punishing regions and failing to require polluting industries to install modern pollution controls, the penalties would be sent as a blank check to the EPA rather than going towards local or regional efforts to meet air standards.
Status
Introduced September 7, 2006, this bill was scheduled for immediate markup until Senator Inhofe decided to delay the action indefinitely. Senate Democrats and Independent Senator Jeffords have requested hearings on the bill. Due to the limited legislative calendar, this bill will likely not move until early 2007.
