Rights of Government Employees The Sierra Club Board of Directors urges that government agencies be barred from promulgating administrative regulations that prohibit or limit the freedom of speech of their employees, specifically from donating their advice and counsel on public issues (without mentioning their employers, and excluding "classified material"), on their own time, to conservation groups such as the Sierra Club. Adopted by the Board of Directors, September 16-17, 1989 … the Sierra Club supports the right of all federal employees to be active in their own communities and in environmental organizations on issues that are not directly related to their job descriptions and when performed on their own time … and urges Congress to clearly protect, in unmistakable terms, the First Amendment rights of federal workers.
