Stop Sprawl
Expansion Induces Traffic

In California and around the country, it is difficult to stop highway expansion as long as the public and public officials expect expansion to reduce traffic congestion. But if we build highways will they attract drivers to switch from public transit, or take more or longer trips, or move farther from work and shopping, and drive more; will building or widening the road induce more travel? The following research and legal precedents shows that highway expansion induces additional traffic:
