All too often, public interest groups have to sue to get the regulatory agencies to do their job. And it certainly doesn't help that the Bush administration made deep cuts in the enforcement budget at the Environmental Protection Agency or that it has worked so hard to roll back some of the fundamental environmental protections that account for the progress we have made.
