Rep. Mark Udall (D-Colo.) has introduced HR 1639,"R.S. 2477
Rights-of-Way Act of 2003," to bring a common sense approach
to settle the RS 2477 controversy. It allows the government to honor
valid and legitimate RS 2477 claims, but it establishes sound criteria
for determining their validity while upholding environmental review.
Please use the following sample letter
and write to your member of Congress, asking him or her to support
HR 1639. And please do it soon!

SAMPLE LETTER:
Dear Congress member,
The Bush administration, through the Department of the Interior,
has initiated a program to hand over rights-of-way affecting million
of acres of national parks, wildlife refuges, national monuments
and Wilderness-quality lands. By issuing the disclaimer rule on
January 6, 2003, the Department of Interior could giveaway tens
of thousands of miles of hiking trails, cow paths, wagon ruts,
and even dry washes claimed by some western states and counties
as "highways." As "highways," they be given
protection under RS 2477.

environmental review. Interior Secretary Gale Norton's new program
on RS 2477 right-of-way claims takes advantage of a loophole in
a repealed law to give away public lands.
I urge you to support Mark Udall's Bill, HR 1639, and any other
legislative initiative to prevent this regulation from damaging
our public lands legacy.
