Sierra Club Endorsed

The Sierra Club endorses a well-qualified, energetic team to get Baltimore moving forward. We are confident that they will be effective in providing all families with clean air and water and lead-free neighborhoods that are a safe and pleasant place to live.

Mayor: Brandon Scott has worked to clean up Baltimore’s heavily polluted air by placing strict limits on incinerator emissions, to hold DPW accountable for cleanup of sewage backups in peoples’ homes, to reduce the trash that blights neighborhoods, and to improve transportation and environmental justice.

City Comptroller: Bill Henry will make city financial data and contracts available for all the public to see, and use performance audits to find ways for city departments to be more efficient and responsive.

Locate Your City Council District

You can doublecheck your voter registration status and also learn which City Council district you live in by going to https://voterservices.elections.maryland.gov/VoterSearch. Put your name and information in the form and click Search. Towards the bottom of the next page click My Voting Districts and the information will appear.

 For Question 1, Constitutional Amendment, State Budget Process

Right now the Maryland General Assembly is the most-constrained state legislature in the country when it comes to influencing a state’s budget. The General Assembly has authority to reduce or eliminate items in the Governor's proposed budget but does not have authority to move funds from one item to another. Voting For Question 1 will authorize the General Assembly to reallocate funds from one item to another while keeping the overall budget balanced.

For Question F, Charter Amendment, Ordinance of Estimates

The Baltimore City Council currently has the same constraints on the budget as the General Assembly. The city charter provides that once the Mayor and City Board of Estimates send the proposed budget bill to the City Council, the Council can cut or eliminate budget items but cannot increase them. The charter amendment on the ballot would allow the City Council to move funds from one item to another while keeping total expenses at or below what was proposed. The Sierra Club supports allowing the Baltimore City Council the same authority over the budget that city councils have in most major cities.
