In the last biennium, the Sierra Club helped pass three major climate bills and environmental justice legislation, which were historic in their size and impact.
Now with a divided legislature in 2025, we are defending past victories, responding to new threats and advancing steps forward for real climate solutions, just and healthy communities, and protecting lands and waters.
With the onslaught of Federal rollbacks and attacks, State action could not be more urgent.
Here’s some of what we have been working on – through grassroots action and legislative lobbying – and opportunities for you to take action:
Pro-active agenda
Our pro-active priorities for the 2025 Minnesota state legislative session include land use and transformation policies to address the climate and housing crises; automated solar permitting to make residential solar easier to install; establishment of a carbon and habitat reserve for northern forests, and protecting clean water statewide.

Defensive issues
With an anti-environment majority in the Minnesota House, we are facing attacks on past victories.Through grassroots action and legislative lobbying, we are working to push back on bad bills including:
- Attacks on Minnesota’s clean energy goals (HF 9 / SF 572)
- Gutting net metering for solar owners (HF 845 / SF 1142)
- Expand taxpayer subsidies for billionaire data centers (HF 1277 / SF 769)
- Allowing new hydroelectric megadams to count towards clean energy goals (HF 75 / SF 821)
- Weaken environmental safeguards (SF 570 and SF 577)
- Proposed cuts to transit service (Governor’s budget)
- Rollbacks of protections from PFAS toxic chemicals (HF 81 and HF 1627)
