TALLAHASSEE, Fla. - Today, Sierra Club Florida urged lawmakers on the Senate Committee on Appropriations to remove the amendment to SB 7046 (Taxation) that would prohibit Florida communities from adopting or implementing policies to reduce pollution and plan for climate impacts.
The proposal would not only prevent new local climate initiatives – it would also halt existing programs that lower energy costs, protect drinking water, and reduce flooding risks. By banning governments from setting emissions goals, supporting efficiency programs, or participating in regional resiliency efforts, the measure would eliminate critical tools communities rely on to safeguard public health and natural resources.
Across the state, local governments have adopted voluntary conservation and efficiency programs because they cut costs, curb pollution, and strengthen crucial infrastructure. The amendment would override these locally driven efforts and impose a statewide prohibition – ignoring the distinct environmental risks and economic realities facing different communities.
Javier Estevez, Sierra Club Florida Political and Legislative Director, said, “Florida’s communities are already dealing with stronger storms, rising seas, and extreme heat. This amendment ties the hands of local leaders who are working to protect residents, wildlife, and taxpayer dollars. At a time when Floridians are facing intensifying climate impacts, lawmakers should be expanding solutions – not banning them.”
This amendment undermines Florida’s long-standing home rule authority and jeopardizes progress on clean water protection, habitat conservation, and long-term resilience planning. Sierra Club Florida calls on the Legislature to remove the amendment and ensure local governments can continue protecting Florida’s environment, economy, and quality of life.
