With the 2025 Legislative Session ending earlier this month, it’s important to take stock of our efforts and put them into context. This was a unique and challenging legislative year for several reasons. Donald Trump’s election changed the tone and ambitions for the session, and the Administration’s actions during its first one hundred days shifted the focus decidedly to a defensive posture. Many bills that were planned for the session, like the Clean Energy Plan by 2040 and fuel transparency at the pump, were ultimately unsuccessful, as many legislators prioritized less polarizing legislation. Despite the challenges, Sierra Club Colorado believes this was still a successful session and advanced our long-term strategy for protecting the environment.
Despite losses on several proactive environmental bills, we were still able to educate individual legislators and their staff on the impacts and long-term implications of specific classes of bills. Examples include HB25-1040, Nuclear Power as a Clean Energy Resource, and HB25-1165, Carbon Capture and Storage. Our effort against these technologies is a multi-year effort, and we were able to lay the groundwork for future actions when these topics reappear.
