There are “critical protections [for carbon capture] that need to be in place that aren’t currently,” said Christine Nannicelli, senior representative of the Sierra Club’s Beyond Coal campaign. “We have significant regulatory and legal gaps, and Illinois currently is unprepared and unprotected.”
