Tahoe Area Group March 2025 eNewsletter

Dear Friend,

The Tahoe Area Group of the Sierra Club is committed to preserving and protecting the natural environment and resources of the Lake Tahoe basin and Truckee River drainage.  Here’s what we’re working on now:

Urgent: TRPA Ignores Risks & Continues Approving Development

Conservation groups, including the Sierra Club's Tahoe Area Group, issued a joint letter to the Tahoe Regional Planning Agency (TRPA) to express the dire need for comprehensive wildfire evacuation analysis in the Tahoe Basin and TRPA's failure to either produce it or require it as a condition of approval for Tahoe Area Plans and major development projects. As stated in Moonshine Ink on February 14, 2025, " The conservation groups call on TRPA to take immediate and decisive action to safeguard the Lake Tahoe Basin community from the increasing threat of wildfires. Conservation groups who are signatory to the letter to TRPA are Friends of the West Shore, North Tahoe Preservation Alliance, Sierra Club Tahoe Area Group, Tahoe East Shore Alliance, and Tahoecleanair.org ." TRPA continues to approve massive development projects, area plans, and more tourist accommodations and parking (as if 15 million tourists a year is not enough) with no regard to the calamitous outcomes when, not if, a Lahaina or LA fire comes to the Basin. Their housing plans include increased density, height and coverage, development that is touted to be for "affordable" housing but is not at all affordable, and development that has not undergone any real environmental impact analysis from the many more cars and people in the Basin that this development will result in.

Take Action Today!

The lack of a comprehensive fire evacuation plan when reviewing a new project has been found to have a significant impact on human health, which is one of the criteria in any initial environmental impact assessment, and therefore a significant environmental impact. Please email TRPA (publiccomment@trpa.gov) and tell them there needs to be comprehensive wildfire evacuation analysis before any new developments are approved!

TAG's Letter to Skip Daly, Chair of TRPA Oversight Committee and NV State Senator, responding to Julie Regan's letter.

The Tahoe Area Group sent a letter to Skip Daly, Chair of Nevada Legislative Committee for the Review and Oversight of the Tahoe Regional Planning Agency and the Marlette Lake Water System (Oversight Committee), responding to TRPA's December 20, 2024 letter justifying that the Oversight Committee's priorities were in alignment with current practices. We beg to differ. The Committee's priority matrix specifically encouraged TRPA to consider the following priority matrix during the review of applications for development in the Tahoe Basin. This matrix ranks the following four considerations in order of priority:

1. Preservation, protection, and restoration of Lake Tahoe
2. Enhancing the visitor experience
3. Mitigating impacts on residents
4. Economic considerations.

The TRPA continues to put economic considerations above preservation, protection and restoration of Lake Tahoe. As stated in the letter, " Despite the priority matrix and the promises by the Director in her December 20, 2024 letter, it is clear TRPA does not consistently apply these priorities in practice. Environmental protection should remain the highest priority, yet not making the required findings as per Code Section 4.4.1.B, delays in updating the threshold standards, and ineffective use of mitigation fees suggest otherwise. Furthermore, economic considerations and visitor experience appear to outweigh protection of the environment. The TRPA must demonstrate that its decisions align with this stated priority matrix and that it is not merely a theoretical framework."

TAG's Basin Wide Trails (E-bike) Objection Letter to LTBMU

TAG provided a lengthy objection letter to the Lake Tahoe Basin Management Unit's (LTBMU, US Forest Service in the Tahoe Basin) Final Environmental Assessment for the Basin Wide Trails and provided numerous comments at LTBMU's objection meeting on January 31st, 2025.  Half of all comments during the Draft EA comment period objected to the expansion of motorization of trails for e-bikes in the Tahoe Basin. LTBMU's Director, Erick Walker, is now in the process of reviewing the comments made during the EA process.

Lawsuits against Placer County's approval of the proposed Palisades Development

The massive Palisades development proposal by Alterra in Olympic Valley was approved by the Placer County Board of Supervisors on November 19th. Unfortunately, the Board unanimously voted to approve the oversized and out of character development despite the Olympic Valley Municipal Advisory Council unanimously voting against the proposal in August. Packed rooms during the three public meetings where most people stated opposition to the proposal did not deter Placer County Board of Supervisors approval of the project. As reported in a SFGate article , in a decisive move to protect the environment and public safety in Lake Tahoe, the League to Save Lake Tahoe and Sierra Watch have filed lawsuits challenging Placer County's approval of the Village at Palisades Tahoe Specific Plan. Both lawsuits are based on the same arguments associated with increased traffic and lake degradation due to the projected additional 3,300 daily trips into and out of Olympic Valley. The media release from the League to Save Lake Tahoe explains more here . The project as approved would also exacerbate the sole wildfire evacuation route, where traffic is expected to triple or more from what Fire agencies around the Tahoe Basin indicate. Concerns have already been raised based on an independent analysis of evacuation from the Tahoe basin by Tahoe Clean Air reported on by SFGate here. The Tahoe Area Group remains committed to supporting our environmental partners in their work to protect Lake Tahoe.

Sierra Club Outings

At the Sierra Club we have a great impact when we’re able to make connections with people. Outings are a significant entryway into our organization. The outings we plan and host are bigger than just another social group, they are part of a conservation movement to build connections between people and nature! To connect with Sierra Club Outings in the Reno/Tahoe area, sign up for announcements in the meet-up group here ! The Tahoe Area Group is coordinating with the Great Basin Sierra Club group in Reno, as TAG does not currently have an Outings chair. However, keep your eye out for a few hiking and smartphone photography events this summer led by new TAG Executive Committee member and photographer, Niobe Burden!

Volunteers Needed!

As a volunteer run organization, the Sierra Club can only complete its work with the help from community members like you! We are currently seeking assistance as a Media and Digital Outreach Assistant. Are you social media savvy? Do you have experience sending emails with programs like Salesforce? TAG is in need of someone to help advertise events and send communications to our members!

If you are interested in this role or want to volunteer in another capacity, please contact us at tahoeareasierraclub@gmail.com.
