Sierra Club Virginia Chapter Statement on Dominion Energy’s 2026 Integrated Resource Plan Update

For Immediate Release

Tuesday, October 20, 2026

Richmond, Va – Dominion Energy filed its annual update to its long-term energy plan on October 15. The plan lays out how Dominion will power Virginia over the next 20 years, and it fails to meet several clean energy and storage targets mandated by state law. The update includes nearly 9 gigawatts of new gas plants, more than Dominion’s entire gas fleet today, and it doesn’t retire a single coal plant by 2046. The update also grossly fails to meet a battery storage target mandate set by HB 895/SB 448.  By Dominion’s own numbers, the plan would still put out about 47 million tons of carbon pollution a year in 2045 though this reflects a disregard for the Virginia Clean Economy Act.

This year’s filing is an update, and the next full plan is due in October 2027.

Connor Kish, Director of the Sierra Club Virginia Chapter, released the following statement:

“It appears that Dominion Energy has forgotten the legal mandate to transition away from expensive, dirty fossil fuels and instead embrace the affordable and clean energy options that unlock the health and economic benefits Virginia deserves. Their solution to growing energy demand, borne entirely out of reckless data center growth, cannot be to ignore the growing climate impacts and construct more natural gas.

Of particular note, even though Virginia law calls for 16,000 megawatts of battery storage, this IRP update proposes only around 3,000 megawatts. This alone is an unserious proposal that fails at every step. In future IRP proceedings, the State Corporation Commission must dig into Dominion’s plan and ask: why does the company fail to propose what the law requires?”
