First funnel sidelines legislation

On February 16, legislation that has not been forwarded by a Senate or House committee is sidelined for the current legislative session.  They say that bills are never dead until the final gavel falls.  What that means is that legislation can be moved forward as amendments to other bills.

A list of some of the bills that were funneled on February 16 and are not expected to move forward include:

  • HF2029 and SF2198 - which would provide for riparian protection measures for surface water quality improvements.  Sierra Club supported this bill.
  • SF350 and HF300 - which would require water utilities to report to the Department of Natural Resources the water that is being sold to out of state customers.  Sierra Club supported this bill.
  • SF2229 - which would ban the sale of firefighting foams containing PFAS,  Sierra Club supported this bill.
  • SF2033 - which would require labeling of firefighting equipment if PFAS is present.  Sierra Club supported this bill.
  • HSB633 - would would allow partisan school board and city council races, instead of the nonpartisan races they are today.  Sierra Club opposed this bill.
  • SSB3103 - would no longer allow anonymous complaints to be made to the Department of Natural Resources.  Sierra Club opposed this bill. 
  • SF2032 and HF2291 - would allow the state of Iowa to declare a president's executive orders to be unconstitutional.  Sierra Club opposed this bill.
  • HF2106 - would set up a board to review requests for regulatory relief in the economic development department, for allowing businesses to avoid following state laws if they are too burdensome for the company in its pursuit of new innovative business activity.  Sierra Club opposed this bill.
