Marin County judge has issued a tentative ruling that could further delay plans for a Costco gas station in Novato by requiring the city to conduct a review of potential environmental impacts. This week's ruling comes more than a year after the City Council approved Costco’s plan to build a gas station that could serve up to 28 cars at a time at the Vintage Oaks Shopping Center.
