Washington, DC — El Senado aprobó por 69 votos a favor y 27 en contra la Enmienda de Kigali al Protocolo de Montreal, finalizando un proceso que empezó con un acuerdo de 150 países en 2016.
La enmienda de Kigali se propone eliminar el uso de los peligrosos hidrofluorocarbonos (HFC), con el potencial de evitar el calentamiento de la atmósfera en medio grado centígrado para finales de siglo. Los HFC se han convertido en los gases de efecto invernadero de mayor crecimiento en Estados Unidos y se emiten anualmente a un ritmo mayor de 150 millones de toneladas de CO2—el equivalente a las emisiones de 40 plantas térmicas de carbón.
El Presidente Biden comenzó el proceso de ratificación de la Enmienda de Kigali con su Orden Ejecutiva del Enero de 2021. En 2020, el Congreso aprobó la Ley de Innovación Energética que requiere que la Agencia de Protección Ambiental implemente la eliminación progresiva de la producción y consumo de HFC en un 85%.
Como respuesta, Cherelle Blazer, directora de la Campaña de Clima y Política Internacional del Sierra Club, emitió la siguiente declaración:
“El Sierra Club aplaude al liderazgo del Senado y al presidente de la Comisión Senatorial sobre Medio Ambiente y Obras Públicas, Tom Carper, por lograr la aprobación de este proceso bipartidista y dar los pasos necesarios para avanzar hacia un clima más estable y una economía de energía limpia. Ratificar la enmienda de Kigali asegura que Estados Unidos se unirá al resto del mundo en la eliminación progresiva de los hidrofluorocarbonos y ayudará eventualmente a reducir el calentamiento de la atmósfera en medio grado centígrado. Este tipo de acto y liderazgo es lo que necesita el mundo. Esperamos que la administración Biden y el Congreso aprovechen este impulso para hacer todo lo posible para evitar la crisis climática, incluyendo dejar atrás la obsoleta energía sucia”.

Sierra Club Celebrates Ratification of Kigali Amendment
WASHINGTON, D.C. -- The Senate voted 69-27 to ratify the Kigali Amendment to the Montreal Protocol, finalizing the amendment that was first agreed upon by 150 nations in 2016. The Kigali Amendment aims to phase out the use of dangerous hydrofluorocarbons (HFCs), potentially avoiding half a degree Celsius of warming by the end of the century. Hydrofluorocarbons have become the fastest-growing greenhouse gases in the U.S. and are emitted annually at a rate exceeding 150 million metric tons of CO2 — the equivalent emissions of about 40 coal-fired power plants.
President Biden began the process of ratifying the Kigali Amendment in his January 2021 Executive Order and and Congress passed an HFC Amendment to the American Energy Innovation Act in 2020 that required the EPA to implement an 85 percent phase-down of the production and consumption of HFCs.
In response, Cherelle Blazer, the Sierra Club’s International Climate and Policy Campaign Director, issued the following statement:
“The Sierra Club applauds Senate Leadership and Chairman Carper for championing this bipartisan process and taking meaningful steps to move us toward a more stable climate and a clean energy economy. Ratifying the Kigali Amendment ensures the US will join the rest of the world in phasing out the use of HFCs and will ultimately help to prevent a critical half degree of warming. This is the type of climate action and leadership the world needs, and we look forward to the Biden Administration and Congress building on this momentum and doing everything in their power to avert the climate crisis and transition away from outdated dirty energy.”
