Forming a new Group or Network: Which should it be?

A Group has an Executive Committee ("ExCom") and Nominating and Election committees to choose and elect ExCom members. A set of Bylaws and Standing Rules govern operations of the Group. A Network is a sub-region of a Chapter with fewer requirements than Groups or are issue-focused entities. What geographic area will your Group or Network  cover?
