CT DEEP Reopens Permit Application Process for Brookfield Compressor Station

BROOKFIELD, Conn. – On Friday afternoon, the Connecticut Department of Energy and Environmental Protection (DEEP) announced it will reopen the permit application process for the proposed expansion of the Brookfield Compressor Station. The decision was issued in response to an amended application submitted by developers Berkshire Hathaway and TC Energy that would increase the amount of carbon monoxide emitted at the site. 

DEEP first gave tentative approval for the proposed air permit to double the size of the middle school-adjacent gas pipeline compressor station in August 2025. Since the project’s initial proposal, Sierra Club has been working alongside community members, the NO Pipeline Expansion (NOPE) Coalition, and Save the Sound to oppose this expansion. 

428 public comments were received by DEEP, the majority of them opposing the expansion and urging DEEP to protect local air quality, public health, safety, and climate.

The reopened permit approval process will allow parties to request an Adjudicatory Hearing, which was denied late last year. It also requires continuous emissions monitoring at the facility.

In response, Sierra Club Connecticut State Director Samantha Dynowski released the following statement:

“DEEP’s new tentative permit approval reopens the process and provides a new opportunity for the Brookfield community to demand an Adjudicatory Hearing to substantively address their concerns about air quality, safety and health. Questions remain about the pollution that will impact the community, the type of permit that’s been requested, alternatives, compliance and enforcement. Brookfield residents deserve a thorough process that centers the well-being of the community, not the gas pipeline corporation.”
