As Neil Carman’s official retirement celebration approaches, we’ve been reflecting on the stories that define his incredible decades of work - the investigations, the turning points, and the moments when persistence made the difference for communities facing harmful pollution across Texas.
Behind each of those moments is meticulous work that produced lasting, measurable outcomes for public health and environmental protection. Over the course of his career, Neil helped secure more than $32 million in penalties and environmental investments tied to Clean Air Act enforcement cases across Texas.
These outcomes reflect years of technical analysis, legal strategy, and collaboration with community members and partners. They also reflect a consistent approach: using the tools available under federal law to hold polluters accountable and ensure that enforcement leads to real improvements on the ground.
Delivering Real Benefits to Communities
One of the most important aspects of this work is where those resources went. In multiple cases, enforcement actions resulted not only in penalties, but in investments directed toward communities that had long experienced disproportionate exposure to industrial pollution. Some settlements even helped fund air filtration systems in schools and weatherization programs for low-income households - practical interventions that improved indoor air quality and reduced exposure to pollution.
Enforcement can do more than address violations after the fact. When pursued strategically, it can help redirect resources to support the communities most affected, and create long-term benefits that extend well beyond a single case.

The results of this work were not incidental. Clean Air Act citizen suits are complex, resource-intensive efforts that often take years to develop and resolve. They require detailed documentation of repeated violations, coordination with legal teams, and sustained engagement with regulatory systems that can be difficult to navigate.
Some of the most significant cases involved major industrial facilities with long histories of excess emissions. In one case, a lawsuit against ExxonMobil resulted in a $14.25 million penalty - one of the largest ever secured through a Clean Air Act citizen suit. Other cases involving facilities such as Shell and ChevronPhillips similarly resulted in substantial penalties and required operational changes to reduce emissions.
