AB 1083

Assembly Bill 1083 (AB1083) will be introduced later this month. This bill is known as a “clean up bill” as it will mitigate the worst effects of SB131, which was just passed during the 2025 legislative session. 

Senate Bill (SB131), a bill pushed by housing advocacy groups and Big Tech, will exempt many highly-polluting “advanced manufacturing” facilities from environmental review, even facilities that have emissions that are known to be toxic.

Supporting AB 1083 is crucial because it is the only serious effort on the table to close SB 131’s most dangerous loophole: the sweeping CEQA (environmental review) exemption for “advanced manufacturing” that currently covers highly polluting industries like lithium-battery plants, chemical “advanced recycling,” industrial biotech, aerospace, and weapons manufacturing. AB 1083 would narrow that exemption so that it applies only to semiconductor facilities that meet strict environmental guardrails, while restoring protections for endangered-species habitat and conservation lands and ensuring that stadiums, airports, and other big “tourism” projects cannot sneak through without environmental review. Environmental and environmental-justice groups warn that without AB 1083, SB 131 will funnel lithium-battery factories, chemical facilities, and other toxic “advanced manufacturing” plants into working-class and frontline communities with little public notice, no CEQA-based mitigation, and heightened risks of groundwater contamination, toxic air emissions, and industrial accidents, making passage of AB 1083 essential for public health and environmental safety.
