Transportation and Climate Alignment Act

Transportation is the second largest expense for most households and is the largest source of climate pollution. The Transportation and Climate Alignment Act (TCA) HB 437/SB 59 cuts pollution from highway expansion projects by funding public transit, walking and biking infrastructure, and transit-oriented development. These investments will reduce people’s time sitting in traffic and give Maryland residents more affordable options to get to work, school, and other destinations. 

Gonzales poll Sierra Club commissioned in 2025 showed that this approach is popular among Marylanders. 78% of Maryland voters polled support investing in public transit, walking, and biking infrastructure to offset pollution from highway expansion projects. And 68% of Maryland voters polled say better transit and safer walking and biking options would help them reduce time in traffic or lower transportation costs. Reliable transit, safer walking routes, and more connected communities are important because it would reduce local traffic, improve safety, and help address climate pollution. With rising gas prices and soaring vehicle costs, it is more important than ever that the state plans projects that gives people more affordable choices to get around.
